Chapter 2.02     Officers

2.0201     Elective Officers

The elective officers of the City of Scotland shall be those as are provided for in SDCL, relative to the aldermanic form of government in cities of the second class. The elective officer’s qualifications, eligibility, manner of appointment, terms of office, duties and responsibilities shall be those as are provided for in the same title above referred to.

2.0202     Other Appointive Officers

The appointed officers of the City of Scotland shall be appointed by the Mayor, with the approval of the City Council, at the first regular meeting in the month of May of each year. These appointive officers shall be, on City Attorney, one City Engineer, one City Finance Officer, one Sewer Superintendent, one Street Superintendent, one Water Superintendent, and one Police Chief. In addition, the Mayor may from time to time with the approval of the City Council, appoint such other policemen as is deemed necessary and expedient, and such other officers as may be hereinafter provided for in this ordinance or any ordinance subsequently enacted.

2.0203     Duties and Responsibilities

The duties of all City officers shall be as is prescribed in this ordinance and such ordinances as may hereafter be enacted, all in addition to the above referred to duties and responsibilities.

2.0204     Compensation of Officers

The officers enumerated below shall receive the salaries in the manner and amount indicated:


          Mayor, $600 quarterly, and in addition thereto, $50 per special or adjourned meeting


          Aldermen, $250 quarterly, and in addition thereto, $50 per special or adjourned meeting


2.0205     Bond Premiums

It shall be the duty of the City of Scotland to pay the premium on all bonds required to be furnished by all City Officers and employees, when and where this ordinance or any ordinance subsequently enacted or SDCL require the giving of such bond as a condition of eligibility to the office or employment.

2.0206     Special Meetings, Defined

A special meeting of the City Council is one held at another time or another place than the regular meetings and for some special purpose which is urgent in nature.

2.0207     Special Meetings, How Called

Special meetings of the City Council may be held at any time upon call of the Mayor or and two Aldermen by oral or written notice to the members of the City Council, such notice is to be given by the Finance Officer.

2.0208     Regular Meetings

Regular meeting of the City council shall be held on the first Monday after the first Wednesday of each month at the Scotland City Office Meeting Room or other designated place, to consider, take under advisement, and/or act upon such business as may come before it. In the event a meeting day falls on a legal holiday, the council shall meet on the next succeeding business day or at such other time as otherwise announced by the City Council. The time for the meetings shall be established by resolution of the City Council.

2.0209     Quorum

A majority of the aldermen shall constitute a quorum to do business at any regular, special or adjourned meeting; but a smaller number may adjourn from time to time and may compel the attendance under such penalties as this ordinance or any ordinance subsequently enacted may provide.
