PUBLIC BUILDINGS AND PROPERTY

Chapter 7.02     Public Buildings and Property

7.0201     Insurance Required

The City Finance Officer shall, under the direction of the City Council, keep all public property of the city properly protected by insurance to cover such risks as are appropriate, in reliable insurance companies and securely keep such policies of insurance. The Finance Officer shall also advise the City Council at least thirty (30) days before the expiration date of any polices of insurance carried on said public property.

7.0202     Rental of the City Hall

The auditorium of the City Hall and the basement of the City Hall are hereby opened to public use, subject to the following rates and regulations:

          1)  No lease for the said auditorium shall be a valid lease which shall lease the same to any person, firm, or corporation for a

               period of more than five (5) nights per week.

          2)  The City Hall basement shall be rented for a twenty-four (24) hour period as follows:

          3)  The City Hall basement and City Hall first floor shall be rented free of charge to all public fraternal organizations located

                within the City of Scotland, once a year at no cost to said organizations. Any public farm groups shall also be included in

                this free rental once a year.

          4)  The Civic Club of the city of Scotland shall be entitled to the kitchen rent.

7.0203     Manager of the City Hall Rentals

The Mayor shall appoint a person to be in charge of the City Hall rentals at the first meeting in May.

7.0204     Duties of the Manager

The manager shall be subject to the rules and regulations herein provided and the order of the City Council or its duly appointed committee. He/she shall let said building only to responsible parties who desire to use the same, and he/she shall receive and collect the rent therefore in advance and credit the same to a separate City Hall fund account, and pay over the same to the City Finance Officer, taking his/her receipt for the same.
