The year-end meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 10:32am on Monday, December 20, 2021. The following council members answered to roll call Tim Asche (via Phone), Jerry Nelson, Dennis Bietz, Randy Thum and Sean Barrett (10:43am). Those council members absent were Randy Abbink. Others present were Finance Officer Tanya Bult.

A motion was made by Bietz, second by Nelson to approve the agenda. All voted in favor. Motion carried.

The bills were presented and a motion was made by Thum, second by Bietz to approve the bills. All voted in favor. Motion carried.

Supplemental Appropriations - A motion was made by Thum, second by Asche to approve the supplemental appropriations ordinance. All voted in favor. Motion carried.

City Commercial Insurance - The 2021 rate of coverage with Continental Western was $25,100. An increase is noted in the 2022 premium. A motion was made by Bietz, second by Thum to approve the Continental Western coverage at $27,859. All voted in favor. Motion carried.

City Fire/EMS Insurance - The 2021 rate of coverage with Continental Western was $9,956. An increase is noted in the 2022 premium. A motion was made by Thum, second by Nelson to approve the Continental Western coverage at $10,590. All voted in favor. Motion carried.

A motion was made by Thum, second by Bietz to enter into executive session at 10:40am for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor.  Motion carried.

A motion was made by Thum, second by Asche to come out of executive session at 10:45am with no action taken. All voted in favor. Motion carried.

With no further business to discuss a motion was made by Bietz, second by Nelson to adjourn the meeting at 10:46am. All voted in favor. Motion carried.
