The Library Board meeting was called to order by President JoAnn Gemar at 7:03pm on Monday, February 27, 2023. The following board members were present Damon Mogck, Dennis Bietz, Kim Abbink, Rachel Starwalt and Kristyn Walloch. Those board members absent were Nick Smith. Others present were Becca Vitek, DenAlta Patocka, Justice Mehlhaff and Tanya Bult.

The November minutes were reviewed.

Fourth quarter monthly statistics were reviewed.

Treasurer Report - Remains the same as last meeting.  Current balance at $6,246.40

Library Board Updates - The webinar Strategic Planning for Public Libraries was discussed. Continuing Education Certificates were received from Abbink, Starwalt and Walloch.

City Library Director Updates - Annual Report is due at the end of March. Library Institute fall course online module 1, 2 and 3 with webinars has been completed. We are starting spring module 4, 5 and 6. This summer June 4-9 we attend in person workshops/classes with final test.

School Librarian Updates - Mehlhaff spoke about her efforts between the library and office duties. She met with administration and considering some possibilities going forward.

Board Member Terms - Bietz and Mogck have reached their first term limit. Both are appointed by their prospective council/board. If appointments change we will make a correction at that time.

Election of Officers:
President - A motion was made by Bietz, second by Walloch to nominate JoAnn Gemar as board President. All voted in favor. Motion carried.

Vice President - A motion was made by Bietz, second by Starwalt to nominate Kristyn Walloch as board Vice President. All voted in favor. Motion carried.

Treasurer - A motion was made by Bietz, second by Abbink to nominate Damon Mogck as Treasurer. All voted in favor. Motion carried.

SD Park Passes - The pass can be reserved for up to 3 days once a month with no renewal or consecutive check-outs. This stipulation is from the SD GFP and a requirement for participating libraries to follow. Patrons may reserve a pass and should pick it up the day they are planning to go to the park, not the day before. If a patron does not return the pass promptly it shall be reported to the State Library and SD GFP. A motion was made by Walloch, second by Abbink if a pass is not returned promptly and reported missing a fine of $36 for the replacement park pass shall be issued to the patron.  All voted in favor. Motion carried.

Address Public Concerns -
Vitek came to show support for the library both school and city side.

Bietz brought up parking in the library parking only spots.   

Next meeting date is set for Monday, May 22, 2023 at 7pm.

With no further business to discuss a motion was made by Bietz, second by Starwalt to adjourn the meeting at 8:12pm. All voted in favor. Motion carried.
