The regular meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Monday, January 12, 2026. The following council members answered to roll call Randy Abbink, Wayne Bertrand, Amanda Fischer, Victor Settje, Dennis Bietz and Tim Asche (5:05pm). Others present were Tanya Bult, Zach Clifton, Domm Pechous and Peggy Schelske.

Finance Officer Report - Discussed senate bill 3 an act to limit the types of residential improvements for which municipalities may require a permit. Reported that no other rentals have an added janitorial fee except the school gymnasium.
Maintenance Report - Russ passed his ELDT Training and CDL test. Bender was here in December to complete their yearly inspection and cleaning. Overhead Door quoted $2,493 to repair the shop door trolley.
Police Report - November calls for service: civil dispute (3), agency assist (2), animal complaint (5), vehicle accident (1) vehicle theft (1), extra patrol request (2), fraud (1), traffic complaint (1). Bryant is attending the academy November 24 - March 6.
Council Concerns/Committee Report:
Fischer - Presented literature for a shade at the pool. A shade was purchased last year in June.
Thum - Read several letters he received address to the mayor and council. The first being from Brian Johnson with concerns regarding snow plowing, truck route and barking dogs. The second from Maurice Bueber with concerns about his trailers being towed.
Wage Schedule - 2026 City Officials/Employee Wage Schedule-As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year. A motion was made by Abbink to accept the below listed wage schedule, second by Bietz. The motion carried by the following vote: Yes: 6 - Abbink, Bertrand, Fischer, Settje, Asche, Bietz. The 2026 salary and wage schedule for the City of Scotland is as follows:

City Election - A motion was made by Bertrand, second by Settje to set the 2026 municipal election date for Tuesday, November 3, 2026 from 7am to 7pm. The motion carried by the following vote: Yes: 6 - Abbink, Bertrand, Fischer, Settje, Asche, Bietz. The following offices will become vacant due to expiration of the present term: Ward I - Dennis Bietz, Ward II - Victor Settje, Ward III - Randy Abbink. Nominating petitions start July 3rd.
Work Comp Roster - Volunteers for the Scotland Fire Department and the Scotland Ambulance Service were updated. It is the intent of the Scotland City Council to cover these volunteers for work comp purposes. The rosters are on file at the City Finance Office. A motion was made by Bietz, second by Asche to approve the Scotland Fire Department and Scotland Ambulance Service rosters and Work Comp coverage for all volunteers listed on the rosters. The motion carried by the following vote: Yes: 6 - Abbink, Bertrand, Fischer, Settje, Asche, Bietz.
Municipal Government Day - This is being held on a Tuesday and Wednesday which is February 4th and February 5th in Pierre. Those that can attend are encouraged to do so. The deadline to register is the 27th of January.
Truck Sander - A motion was made by Abbink, second by Bietz to purchase a truck sander for $1,100 from the state surplus in Mitchell. The motion carried by the following vote: Yes: 6 - Abbink, Bertrand, Fischer, Settje, Asche, Bietz.
Set meeting date for the February Meeting - The meeting will be on Monday, February 9, 2026 at 5pm.
Adjourn - A motion was made by Bietz, second by Settje to adjourn the meeting at 5:44pm. The motion carried by a unanimous vote.
