The regular meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 5:00pm on Monday, January 9, 2017. The following council members answered to roll call Joe Bouza, Randy Thum, H. Victor Settje, Ron Dvorak, Sean Barrett, and Tim Asche. Others present were Finance Officer Tanya Bult, City Maintenance Employee Bob Green and Ray Beecher, Chief of Police Kirk McCormick, Greg Atkinson, Roger Treick, Peggy Schelske, Damon Alvey, Dennis Powers, and April Powers. The 12th and 19th of December meeting minutes were approved upon a motion made by Thum, second by Asche. All voted in favor. Motion carried.

Finance Officer’s Report - In November fifty-one notices of intent to disconnect service letters were mailed out with one being disconnected. The bills were presented and a motion was made by Barrett, second by Dvorak to approve the bills.  All voted in favor. Motion carried.

City Maintenance Employee Report - They attended a workshop in Tripp on December 14 for credit hours. They are replacing a few signs that blew down with the strong winds and doing some general maintenance. Some parts for pool repairs have arrived. They are going to try and repair the surge tank themselves.  

Public Concerns:
Damon Alvey presented the council with an updated site plan and floor plan for the auxiliary gym project. Planning will continue concerning library windows, library parking, and library signage. 

Greg Atkinson was introduced by the mayor. Greg and his family recently moved to Scotland and he works for District III out of Yankton.

Dennis Powers, owner of Myers Sanitation notified the council that they purchased Giedd Sanitation effective January 1, 2017 and will take over the 3 year contract that is in place. They are requesting that the garbage be out to the curb by 8am on Thursdays.  There was mention of some possible changes in the future but will notify the council in advance.

Sewer and Water Ordinances - A discussion was held regarding who is responsible for the sewer connection (Y or T) to the main and water connection from the main to the curb stop (shut off valve).  Our current ordinance states the owner of any property fronting or abutting on any street or avenue.  Bult received numerous responses from other cities and suggested that the water/sewer committee meet and take their decision to the council for approval.

City Election Date - A motion was made by Thum, second by Dvorak to set the 2017 municipal election date for Tuesday, April 11, 2017 from 7 am to 7 pm.  All voted in favor.  Motion carried. A notice of vacancies will be published in the paper next week. Those positions are: Mayor for a 2 year term (Curtis Hofer); Alderman, Ward I for a 2 year term (Tim Asche); Alderman, Ward II for a 2 year term (Randy Thum); Alderman, Ward III for a 2 year term (Sean Barrett). Circulation of nominating petitions may begin no earlier than the 27th of January, 2017 and deadline for filing nominating petitions is the 24th of February, 2017 by 5:00pm at the finance office.

Fire/EMT Roster - A motion was made by Thum, second by Asche to acknowledge and approve the current  firemen (Dick Behl, Bob Green, Mike Mehrer, Tim Furney, Jim Maruska, Sean Barrett, Troy Furney, John Bult, Jeff DeBoer, Michael Behl, Chad Odens, Jared Schortzman, Bryan Hubbard, Calby Auch, Andy Vitek, Clinton Sieben, Kyle Stewart, Vincent Bickner, Joe Kronaizl, Dexter Grosz, Jared Zweifel, Dillon Fischer, Tanner Suess, and Logan Winckler) and the current EMT’s (Dick Behl, Michael Behl, Patty Diede, Shelly Gibbins, Jim Maruska, Steve Maruska, Mariah Suess, and Tammy Rueb)rosters per the SDML Work Comp Regulations. All voted in favor. Motion carried.

Municipal Government Day - This is being held on a Tuesday and Wednesday which is February 7th and February 8th at Pierre. Those that can attend are encouraged to do so. The deadline to register is the 24th of January so Finance Officer Bult will check with everyone before that deadline.

Roger Treick wanted the council to review his water usage throughout the four months that the sewer average is calculated.  His February billing for his January usage has been substantially higher than the other three months. Since it has been actual reads the council had no explanation. It was suggested that Treick read his meter daily during the four month average to see if his calculations are comparable to the cities.  

2017 City Officials/Employee Wage Schedule-As described in SDCL 6-1-10, each municipality must publish a complete list of employee’s salaries with the proceedings of the first meeting of the year.  A motion was made by Settje to accept the below listed wage schedule, second by Dvorak.  All voted in favor.  Motion carried.  The 2017 salary and wage schedule for the City of Scotland is as follows:

Set meeting date for the February Meeting - The February council meeting will be on Monday, February 6, 2017 at 5:00pm.

A motion was made by Asche, second by Settje to enter into executive session at 5:51pm for Personnel as per SDCL 1-25-2 Sub (1) Employee Evaluations. All voted in favor.  Motion carried.

A motion was made by Settje, second by Thum to come out of executive session at 6:50pm with the following actions taken. All voted in favor. Motion carried.

A motion was made by Thum, second by Barrett to approve all employee evaluations. All voted in favor. Motion Carried.

A motion was made by Bouza, second by Thum to give the following raises to full time and part time employees: Finance Officer to $15.00, Head Librarian to $9.75, Library Aid to $9.00, Chief of Police to $42,400, Police Office Part-time Certified to $14.40, Maintenance Employees/Certified Water/Sewer Operators to $16.50. All voted in favor.  Motion carried. 

With no further business to discuss a motion was made by Thum, second by Settje to adjourn the meeting at 6:53pm. All voted in favor. Motion carried.
