The Local Board of Equalization was called to order by Mayor Curtis Hofer at 6:10pm on Monday, March 20, 2017.  Those answering to roll call were:  Joe Bouza-Council, Randy Thum-Council, Tim Asche-Council, Sean Barrett-Council, Jason Bietz-School Board, and Rebecca Pedersen-School Board (6:15pm).  Others present were: Tanya Bult-City Finance Officer, Peggy Schelske, Donna Zimmerman-Director of Equalization, Greg Schneider, and Kirk McCormick.

A motion was made by Barrett, second by Bietz to keep the assessed value of NA-D1 (building) at $85,256 due to the Equalization office not being able to view property after being issued a building permit on August 2015 for Remodel/Repair/Replace. All voted in favor. Motion carried. This property is located at 1121 Curry Street.

A motion was made by Bouza, second by Barrett to lower the assessed value of NA-D1 (buildings) from $12,748 to $3,268 with NA-D (land) remaining at $6,732 for a total value of $10,000. Voting in favor - Bouza, Asche, Barrett, Pedersen and voting against - Thum, Bietz.  Motion carried. This property is located at 410 Fourth Street. 

With no further objections to review a motion was made by Asche to adjourn the meeting at 6:24pm, second by Bietz.  All voted in favor.  Motion carried.

The special meeting of the City of Scotland was called to order by Mayor Curtis Hofer at 6:25pm on Monday, March 20, 2017. The following council members answered to roll call Joe Bouza, Randy Thum, Sean Barrett, and Tim Asche.  Those council members absent were H. Victor Settje and Ron Dvorak. Others present were Finance Officer Tanya Bult and Peggy Schelske.

Water Tower Relining - A motion was made by Thum, second by Barrett to sign a contract with Maguire Iron to repair the interior tank by applying the Elastomeric Polyurethane liner because of the heat application process, elasticity, and less down time at the cost of $47,770. All voted in favor. Motion carried.

Water Tower Maintenance - A motion was made by Thum, second by Asche to sign a service contract for interior cleaning and tank inspection every two years with the services to be performed in 2019, 2021, 2023, and 2025. All voted in favor. Motion carried.

Discussion was held about the current aerator in the water tank. A proposal was received from Maguire Iron for a submersible mixing system into the bottom of the tank bowl. It would have a 5 year parts and material warranty. Base price is $17,700 however price if included with the interior lining project would cost $14,500. It was decided to table the mixing system to next regular meeting to discuss further with the city guys.

Election Workers - A motion was made by Asche, second by Thum to hire Cindy Schlimgen @ $9.25 per hour, Polly Smith @ $9.25 per hour, and Doreen Schlechter @ $9.25 per hour for the day of the election. All voted in favor. Motion carried.

Street Chip Seal - The city received two proposals with both companies using MC-3,000 asphalt applied at the rate of .30 gallons per square yard.

  • Road Guy:  Chip Sealing Proposal 1 - To do City of Scotland 2017 chip seal project with contractor to furnish all material @ $1.19 per square yard with a budget of $30,000. Chip Sealing Proposal 2 - To do City of Scotland 2017 chip seal project with contractor to furnish all material @ $1.16 per square yard with a budget of $50,000.
  • Topkote: Chip Sealing Proposal 1 - To do City of Scotland 2017 chip seal project with contractor to furnish all material @ $1.122 per square yard.

A motion was made by Thum, second by Barrett to award the chip sealing project to Topkote at $1.122 per square yard with contractor to furnish all material and the completion date being set for September 1, 2017. Topkote will compensate the City of Scotland, at the time of final settlement, the amount of Two Hundred Fifty Dollars ($250.00) for each and every working day remaining after the date of completion. All voted in favor. Motion carried.

With no further business to discuss a motion was made by Asche, seconded by Thum to adjourn the meeting at 6:40pm. All voted in favor. Motion carried.
