The regular meeting of the City of Scotland was called to order by Council President Randy Thum at 5:00pm on Monday, March 6, 2023. The following council members answered to roll call Randy Abbink, Tim Asche, Myles Runyon, Dennis Bietz and Sean Barrett. Others present were Tanya Bult, Chris Simantel, Tristan Bult, Dave Woods, Deb Roth, Peggy Schelske, Braden Wolfe and Curtis Hofer (via phone).

A motion was made by Abbink, second by Asche to approve the agenda. All voted in favor. Motion carried.

A motion was made by Bietz, second by Runyon to approve the minutes of last month’s regular meeting. All voted in favor. Motion carried.

A motion was made by Bietz, second by Asche to approve the bills. All voted in favor. Motion carried.

Finance Officer’s Report - The Finance Office will be closed March 8th until March 20th. The bargain Shoppe donated $500 to be used at the swimming pool.

Library Director Report - The annual report is due at the end of March. The School is proposing new city patron library hours. The library will be open to city patrons on Tuesdays and Fridays from 1pm-3pm. 


Police Report: Traffic Enforcement – 14, Calls for service – 2, Reports - 1, Other - 12.

City Maintenance Report - Been busy hauling snow and working in the shop. Talked with Rural Water, we have a possible leak at the water plant underground and a fire hydrant. Streets in town are looking rough with plans to set out bids for chip seal project. We are in need of gravel, went through 12 semi loads last year. To add water/sewer to electric only camping pads was quoted at $6,500. Sixth Street sewer replacement, how soon is this project taking place.

Bietz - Received snow removal compliment from a council member from Menno and resident of Tyndall.

City Election - There is no need for an election as Randy Thum (Mayor) 2 year term, Tim Asche (Ward I) 2 year term, Victor Settje (Ward II) 1 year term, Myles Runyon (Ward II) 2 year term, and Sean Barrett (Ward III) 2 year term turned in petitions and were unopposed.

Local Board of Equalization - The deadline to file a grievance is Thursday, March 16, 2023 at 5pm. The meeting will be held on Monday, March 20, 2023 at 5:00pm. All persons considering themselves aggrieved by said assessment can pick up an objection form at Kent Lehr’s office. All forms must be turn back into his office no later than Thursday, March 16, 2023. This is a change from the normal as Bult will be out of the office.

Waste Water Facility Plan - A motion was made by Bietz, second by Abbink to set Industrial (Poet) BOD (lbs/day) to 400. All voted in favor. Motion carried.  

Approval of Annual Report - A motion was made by Asche, second by Runyon to pass and approve the annual report. All voted in favor. Motion carried.

Set meeting date for the April Meeting - The meeting will be on Monday, April 10, 2023 at 5:00pm.

A motion was made by Bietz, second by Abbink to enter into executive session at 5:37pm for Personnel as per SDCL 1-25-2 Sub (1). All voted in favor.  Motion carried.

A motion was made by Abbink, second by Asche to come out of executive session at 5:49pm with the following action taken. All voted in favor. Motion carried.

A motion was made by Barrett, second by Bietz to hire the following: Head Lifeguard at $14.50 per hour Taya Bult; Lifeguards at $12.50 per hour Ashton Massey and Julia Buechler; Lifeguard at $12.00 per hour Nora Robb and Macy Rokusek; Summer Maint at $12.00 per hour Verlyn Jerke and Bailey Vitek. All voted in favor. Motion carried.

With no further business to discuss a motion was made by Asche, second by Runyon to adjourn the meeting at 5:59pm. All voted in favor. Motion carried.
