The Emergency special meeting of the City of Scotland was called to order by Mayor Randy Thum at 5:00pm on Thursday, May 30, 2024. The following council members answered to roll call: Wayne Bertrand, Myles Runyon, Victor Settje (Via Phone), Tim Asche and Dennis Bietz. Those council members absent were Randy Abbink. Others present were Tanya Bult and Geoffrey Fillingsness.

The emergency meeting was requested to address 610 and 620 Main Street, a/k/a Zolnowsky Building. On Wednesday, May 29, 2024 an adjacent landowner reported a large section of the brick façade on the back north west side of the building collapsed. Fillingsness stated the city needed to take immediate action to protect the safety of others and to correct this situation. Duane Boice, a structure engineer has examined this property on two occasions. In his expert opinion, he has concluded that because of the lack of proper repair and tuck pointing, this has resulted in an irreparable condition of the brick façade and a danger to the public at large.

A motion was made by Bietz, second by Bertrand to give Geoffrey Fillingsness, city code official authorization to go before the Honorable Judge Gering, to obtain an order to peel the brick façade off the building for the safety of the public and remove the back north east corner of the building if needed at 610 and 620 Main Street, a/k/a Zolnowsky Building owned by Melanie Hall Edwards. Yay: Bertrand, Runyon, Asche, Bietz, Settje. Motion carried.

With no further business to discuss a motion was made by Runyon, second by Asche to adjourn the meeting at 5:44pm. All voted in favor. Motion carried.
